Research On Development Of Social Work Human Resources In Rural Areas Of Zhucheng City

The Sixth Plenary Session of16th Central Committee of the Communist Partyhas firstly addressed and documented the importance to build up human resource teamfor social work. As President Hu Jintao emphasized, good performance in socialadministration and enhancement of social harmony are the basic conditions forcomprehensively building a well-off society, as well as keeping and developing thesocialism with Chinese characteristics. To build a well-off society in an all-round wayand establish a harmonious socialist society, the most onerous and challenging task isburdened on rural areas. To accomplish this historical task, the development of socialwork and human resource team in social work are indispensible. Reinforcing theresearch on development of social work human resources in rural areas hasfundamental significance for transforming government functions, innovating socialmanagement system, developing modern agriculture, constructing the newcountryside, accelerating transformation on the pattern of economic development,effectively servicing the policy agenda of “Farmers, Countryside and Agriculture”,innovating the approach to work for people, strengthening the basic works on locallevel, consolidating the basis for CCP’s operation, as well as building a harmonioussociety in rural areas.Shandong Zhucheng is one of the first regions putting forward thecommunitization of rural areas, with a better basis of “Farmers, Countryside andAgriculture” work. During the process of communitization, its social work humanresources development in rural areas has been in the forefront of the province or eventhe whole country, with successful experience accumulated. This article is based ontheories of Sociology, Education, Management, relevant laws and regulations, andhuman resource policies, combining with the empirical research on local cases ofZhucheng. Qualitative analysis is joint with quantitative analysis to comprehensivelyuse the methods of literature survey, comparative analysis, questionnaire investigationand consultation. Ideas from the social work theory and practice at home and abroad are referred to, based on the national conditions and current situation, with a focus onthe establishment and improvement of the human resource training, evaluation,employment and incentive mechanism. The research aims to promote the thoughtsand development path on social work human resources development in rural areas,from the aspects of organization and leadership, social interaction, human resourceeducation and selection, incentive mechanism, and supporting policies. Theoreticaland practical suggestions are explored for formulating the development strategy ofhuman resource team for rural social work and rural development policy, as well asfor the rapid and healthy socio-economic development in rural areas.
