Compulsory education is the foundation of a country through science and education projects in recent years, with China’s policy of urban and rural areas, many cities give full play to the Government’s public education services, urban and rural educational resources to achieve the city led the balanced development of urban and rural education in rural areas to obtain remarkable results. View current stage of compulsory education is gradually narrowing the urban-rural gap, in particular Zhongxiao Xue hardware with the help of national policy has been gradually improved and updated, but for now, quality of teachers is still troubled by the development of rural compulsory education, teachers flow phenomena has attracted the attention of all sectors of society, has become the focus of urban and rural education and difficult. Therefore, this article on the basis of previous research, select, and in the district of Chengdu city, zhongjiang city to conduct research, to find the flow of compulsory education teacher factors.This article is in the master and use the existing system theory and education theory, such as the system equilibrium theory, the balanced development of basic education based on the theory of resources from urban and rural education teacher point of view, the theory summarized above and integration, innovative ideas to solve the problem, sought to solve the problem of teaching staff rural and urban areas have theoretical breakthroughs. Both urban and rural compulsory education teacher of the subject of resources from the current situation of urban and rural compulsory education that deep problems exist, and explore resources by urban and rural teachers, to establish a reasonable mechanism for the flow of rural teachers, teachers for the government to solve problems of urban and rural compulsory education policy basis and reference, which is expected to achieve the purpose of this article.In this study, the following processes:(1) Download the magazine in the Wiley electronic reading08-10, the latest foreign literature, combining features of the present era, analysis of the current management of domestic and international hot spots, determine the direction of thesis;(2) According to the thesis direction to collect the relevant literature data, the corresponding analysis and summary of research to determine;(3) According to the research and study the characteristics of the content, the identification of specific research methods for the empirical analysis of survey and study in Sichuan counties;(4) Collecting information on previous research, organize maturity questionnaire, Xingcheng this study questionnaire;(5) in the study subjects Fafang questionnaire to collect first-hand information, using SPSS and AMOS statistical analysis software for the corresponding analysis;(6) the corresponding results obtained through empirical analysis and comprehensive discussion;(7) the results of the analysis put forward countermeasures and suggestions.Based on the above research process, the paper is divided into7chapters. Chapter1, Introduction. Discusses the research background, purpose and meaning, and describes methods of this study, innovation, and deficiencies. Chapter2, relevant literature review. Domestic and foreign scholars combed the research on teacher mobility, teacher mobility patterns of mobile influencing factors, etc. are reviewed. Chapter3defines the concepts and theoretical basis, the paper defines the concept involved, and explain the theoretical basis for research and sort out the system on the system and the system balanced, fair and teacher education research related to current theoretical literature, the text of the post-provide theoretical support for empirical research.
