Unemployment is an inevitable result of the development of market economy, whetherdeveloped or developing countries, it is a social issue of public concern.China is the countrywith a large work force,abundant labor resources also hides high unemployment crisis. Withthe development of the high-speed development of economy and society, there are many withChinese characteristics of the unemployment problem.By the end of2013, the investigationwith3years found that,the majority of non-agricultural unemployment personnel, includingrural migrant workers, university graduates, demobilized soldiers andlow incomehouseholdsamong the unemployed in social groups are not in the local unemploymentregistration departments for registration.Some of them are not within the scope of localunemployment registration; some of them don't want to be identified as unemployment. Theycannot enjoy the security of unemployment insurance,re-employment training andre-employment psychological guidance. Once appears the long-term unemployed will cause alot of bad effects of social stability and economic sustainable development.China started late on unemployment insurance,there are still many problems ofunemployment management. In practice, completely by the government to manageunemployment have appeared a lot of disadvantages, likethe phenomenon of market failureand government failure. Through the study of theory and practice, foundthedevelopment ofnon-profit organizations can make up the defects in unemployment management, can assumethe government failure and market failure of public service, and caneffectively save resourcesof government, alleviate the pressure of the society.In unemployment governance, China'sfinance is not rich, the law also is not perfectyet. There are many disadvantages of thegovernment arranged type of unemployment management. Mobilize the enthusiasm of thenon-agricultural unemployed and non-profit organizations to participate in non-agriculturalemployment management, can effectively save the management cost, improve the quality ofre-employment training and promote the non-agricultural unemployed obtain employment;promote non-profit organizations more standardized development.In this paper, through a large number of survey data to the non-agricultural unemployedmanagement present situation and the problems were analyzed, and summarize the causes ofthe problems. And then suggesting that build non-agricultural unemployed tripartitecooperation management mode, namely, to build the mode of the government, thenon-agricultural unemployed personnel, and the non-profit organization which to participatein non-agricultural unemployed management of tripartite cooperation and mutualsupervision.The direct factors in this paper is in order to solve the problems existing inthenon-agricultural unemployed management of our country, to help the non-agriculturalunemployed personnel find jobs actively, reduce the pressure of the government, to alleviatesocial contradictions.This paper is mainly divided into seven chapters:The first chapter is the introduction, mainly expounds the research background,significance of this, points out the research innovation, key point, difficulty, theideas of research and research methods. The second chapter is the related theories of urban non-agricultural unemployedmanagement, mainly defines the concepts related to the urban non-agricultural unemployedmanagement, review and comment on theresearch at home and abroad, and it expounds thebasic theory of non-agricultural unemployed management.The third chapter is the study of the current situation of China's urban non-agriculturalunemployed management. Respectively from four aspects to quantify which thenon-agricultural unemployed and the development of unemployment insurance system,current situation of the government management of non-agricultural unemployed,non-agricultural unemployed personnel situation, and the current situation of the developmentof non-profit organizations which participate in non-agricultural unemployed management.The fourth chapter is to study the existence problems of urban non-agriculturalunemployed management. Including three problems of government management in theunemployment registration of non-agricultural unemployed personnel, unemploymentinsurance and the re-employment management; four problems of non-agriculturalunemployed personnel which is initiative of registration, positivity of employment,differences in employment mentality, and training subject; four problems of non-profitorganization of the attribute of organization, level of involvement, internal managementsystem and talents of organization.The fifth chapter is the problems according to the fourth chapter expound the reasonanalysis. Including the legal and institutional lag behind, unemployment insurancemanagement confusion, re-employment demand less attention and the registeredunemployment rate in low of government; employment idea lag, employment psychologicaldeviation and the system of cognitive bias of non-agricultural unemployed personnel; lack oflegal identity and cooperation, lack of funds and credibility of non-profit organization.The sixth chapter is the international experience for reference, including four aspects thatunemployment management laws and regulations, the management system of unemploymentinsurance, unemployment governance experience and re-employment training management.The seventh chapter is suggestion to build urban non-agricultural unemployed tripartitecooperation management mode in our country. First elaborated the positioning of the model,and then from four aspects that the unemployment registration, management ofunemployment insurance, re-employment training and cooperation, for the construction ofurban non-agricultural unemployed tripartite cooperation management model put forwardspecific countermeasures and suggestions.
