The full implementation of quality education requires groups of teachers with ahigh level, thus, corresponding teacher cultivation and teacher training system mustbe established. Teacher training as an inherent requirements specialization for teacheroccupation has become one of the sources to promote the professional development ofin-service teachers.This paper discusses the necessity of training evaluation in the teacher trainingproject management, based on the current state of the evaluation of teacher training athome and abroad, pointing out the problems lying in the teacher training.This paper analysis domestic and international training evaluation model,training process and training validity, and attempts to amend the traditional model ofKirkpatrick and CIPP evaluation model on the basis of the characteristics of teachertraining. Evaluation model of teacher training project then are proposed, divided intothree stages: before training, during training and after training. Evaluation practicesare carried out at six levels: context evaluation, input evaluation, training response,mastery of knowledge, behavior improvement and performance effects. By combiningevaluation activities with training activities, the evaluation is involved in the entiretraining process so that a whole scale quality management can be realized.Selecting China-UNICEF "disaster area teacher training project as the empiricalstudy, object integrating qualitative and quantitative research methods, this paperholds evaluation activities. Aimed at the problems found in the teacher training effectevaluation, improvements are made for training project according to evaluationconclusions.The studies have shown that the model can effectively monitor the trainingprocess, and implementation evaluation. Finally, based on the evaluation practice, therecommendations are proposed for the effective implementation of the evaluationmodel.
