Stepping into the information society, we have witnessed a reform in teaching resources caused by the application of information technology in education, which is changing the status and use of traditional teaching resources such as textbooks, posters, audio tapes. Digital learning resources, i.e. learning resources processed digitally is now becoming an important component of learning resources. It consists of text, images, sounds, animations, course wares and videos, among which different forms of resources can be combined into a new resource. Digital learning resources, based on the advantages of IT, has some new characteristics compared with traditional learning resources, such as multimedia, hypertext, real time interaction, resource sharing etc.the use of digital learning resources in some senior middle schools, especially the management of it, is still in a state of disorder. Thus the effectiveness of teaching is affected. Faced with this problem, we have to apply modern information technologies into all aspects of digital learning resources management so as to optimize and standardize these resources. Only in such a manner can we improve teaching effectiveness, students’learning efficiency and consequently promote the building process of information-based education.Through literature search, questionnaire, interview and fieldwork, we carried out a survey on the situation of use of digital learning resources in several senior middle schools in urban district of Xiangtan. In this article, we discovered and analyzed the present problems found in the survey. We discussed possible strategies to enhance the use of digital learning resources and introduced the issues of the management of digital learning resources by using information technology.There are five chapters in this article. The first chapter includes the introduction of the problem, the purpose and significance of the research, an outline of the present domestic and foreign researches on the subject and digital learning resources; the second chapter is a report of questionnaires to different levels of senior high schools in the Xiangtan urban district, involving leaders, administrators, teachers and students in these schools; the third chapter lists the problems in using digital learning resources in these schools and causes to them, based with the data in the second chapter; the fourth chapter gives solution to these problems; the fifth chapter is the concluding remark, including a summary of this article and a look into the future of the use of digital learning resources.
