Without the application of digital learning resources, the reform of educational information cannot be successful. The construction of digital learning resources restrains the progress of educational information reform. Looking back to the constitution and application of learning resources in recent years, we find that there are still many problems. There always remains such a phenomenon as "putting more stress on construction than on utilization". The problem was pointed out many years ago, but it's still in existence today. The cause of this phenomenon may lie in the improper guidelines of digital resources construction. Unless the guidelines are improved, the construction and application of digital learning resources will be put in trouble, thus hindering the progress of educational information.The most effective approach to the above-mentioned problem is to study the traditional thinking features of Chinese culture and their impacts on the construction of digital learning resources so as to get some innovative ideas. This thesis presents the analysis at four levels and comes to the conclusions as follows:Firstly, to research on and analyze the features of the four aspects of traditional thinking of Chinese culture --- holistic thinking, Xiang-thinking, empiricism and practicality. Secondly, to conclude by comparison that the differences of thinking features between China and the West are represented in four aspects: the whole and the part; intuition and logical thinking; utilization and reasoning; reservation and innovation. Furthermore, to analyze the drawback of the guidelines on the construction of information resources and improve it, and to form the learner-centered guideline which is characterized by " to design for the learners" and " to serve the learners." Last but not the least, to analyze and exemplify the rationality of the guidelines, and also to put forward some suggestions for future improvement.
