Since the reform and open, our country’s higher education is developing rapidly, andhigher education investment is also increasing. The increase relieves our pressure ofserious shortage of higher education funds to some degrees, but there still exits a gapbetween the actual need of the education development and the situation. How to makebetter use of the limited resources to serve our regional economy is a problem which needsto be solved quickly. Therefore, analyzing on scientific research technology efficiency ofhigher education in the China’s western will be far-reaching significance for enhancing theeducation strength, balancing the regional economic development and improving thecountry’s comprehensive strength.The paper will take the scientific research technology efficiency of13provinces ofWestern China as research object, and construct scientific research technology efficiencyevaluation index system of the Midwest13provinces of university, then use dataenvelopment analysis (DEA) to evaluate the input and output of the Midwest13provincesof scientific research, basing on the input and output of panel data from2007to2009.Analysis shows that technical efficiency of Henan, Hubei, Hunan and Shanxi province iseffective while it is invalid in Guizhou, Gansu, Shanxi, Chongqing and Sichuan province,mainly for scale efficiency.Due to the impacts of pure technical efficiency and scaleefficiency,the technical efficiency in Anhui, Jiangxi, Guangxi and Yunnan province isalso invalid.Finally,it analyses the reasons why technical efficiency is invalid and putsforward the suggestions that they can improve the technology efficiency of scientificresearch from four aspects including increasing research efforts,optimizing the resourcesstructure configuration,strengthening the government leading role and enhancing effectivecooperation.
