Industry-university cooperation is of great strategic significance for improving enterprises' innovation ability and national innovation level.Universities are the treasure house of human resources,intellectual capital and the source of knowledge economy development.With the development of a new round of scientific and technological revolution,the fourth industrial revolution represented by artificial intelligence,deep learning,communication technology and other advanced technologies is coming,innovation have become a new engine of economic development.The process of transformation of scientific and technological achievements has the characteristics of the systemic and complexity,however,previous studies on the efficiency of the university-industry cooperation conceived scientific research achievements transformation process of universities as a "black box" system,few research studies of basic research,applied research and scientific research achievements conversion process,it is not conducive to explore the operation mechanism of each stage in the process of scientific research system,scientific research in colleges and universities is unfavorable to reasonable evaluation of the difference between efficiency and application efficiency.Based on the theory of efficiency and the theory of innovation system,this paper makes a scientific assessment on the application efficiency of scientific and technological achievements of Chinese universities based on the measurement of the scientific research input and output between universities in different regions.The paper build the two stages of application efficiency evaluation system of scientific research achievements at universities,using two-stage network DEA model,projection analysis and methods of ARCGIS for China's research and development of universities in 2011-2016 panel data to evaluate the relative efficiency of dynamic evolution.Empirical research results show that:(1)The efficiency of basic research in the first stage is higher than that of applied research in the first stage,and the conversion efficiency of scientific and technological achievements in the second stage is lower than that in the first stage.It can be seen that the application efficiency of scientific and technological achievements in Chinese universities is relatively low,which affects the overall efficiency of the transformation of scientific and technological achievements.(2)The scale efficiency in both stages is higher than the pure basic efficiency,and the effect of scale economy plays an extremely important role in the transformation of scientific and technological achievements in Chinese universities,while the contribution of pure technical efficiency is relatively small.(3)From the regional perspective,compared with the central region,the eastern region has a higher pure technical efficiency,which shows that the difference in the transformation of China's technolog:ical achievements still exists in the Middle East and the west,and the technological achievements are mainly concentrated in the eastern region.In addition,on the basis of efficiency measurement results,the efficiency difference map drawn by ArcGIS method intuitively shows the differences in the time and space dimensions of the transformation of scientific and technological achievements of Chinese universities and colleges.Then,the projection analysis provides data reference for the policy formulation and strategic adjustment of ineffective provinces,analyzes the reasons for the relative efficiency deficiency,and provides scientific and reasonable Suggestions for the allocation and utilization of scientific and technological resources in various regions more effectively according to the development of regional innovation system.
