| Teachers’Congress is one of the "three carriages" of middle schools’ management, which is also the basic means for schools to carry on democratic management and supervision. Along with further development of Chinese Reform and Open policy, democratic management penetrates the educational sphere as well. Therefore, Teachers’Congress becomes the primary target of researching democracy in middle school. In the year of2010, Shanghai Municipal Organization Department of CPC, Shanghai Municipal Education and Healthcare Commission of CPC, and Shanghai Municipal Education Commission jointly issued several documents which upgraded the democratic management of Teachers’Congress to a higher and more standardized level, including Several Opinions on Refining Principal Responsibility System in Shanghai Primary and Middle Schools, Suggestions on Party Work in Shanghai Primary and Middle School, and Suggestions on Faculty Union Congress Work in Shanghai Primary and Middle schools. After that, on November the9th2011, Chinese National Ministry of Education abolished Temporary Regulations of Faculty Union Congress in Colleges and Universities issued in1985and promoted Faculty Union Congress Provisions for All Schools. This document has greatly raised the legal status of Faculty Union Congress. From this point, we could find that our nation has also realized the significance of Teachers’ Congress in democratic management.While Teachers’Congress is in heated discussion, the author discovered the rarity of academic papers about analysis to theoretical property of Teachers’ Congress in middle school; and the lack of thesis considering the practical influence of Teachers’Congress in middle schools’management. Thus, the author started the study about the practical influence of Teachers’Congress in middle school’s management. First, the thesis arranges all the bibliography, while pay specific analysis on the major factors influencing Teachers’ Congress’s function in different phases. Then, using58middle schools in Yangpu District in Shanghai as the study objects, the author issued questionnaires and analyzed data by sociology statistics software SPSS18.0. The relatively representative outcome of data analysis was reached:the power of principal is the major factor influencing Teachers’ Congress; and increasing the participation of faculty can improve the function of Teachers’Congress in democratic management. Combined with the results from quantitative analysis, the author also carried out qualitative analysis to study the representative background of J middle school’s Teachers’Congress, and interview the major school officials, including representatives, principal, secretary and chairman of labor union, to analyze factors influencing Teachers’Congress and current problems. In addition, the author proposed advice for middle school’s Teachers’ Congress by comparison with overseas democratic management systems. At last, based on participatory democracy theories, the author discusses how to improve the significance of Teachers’Congress from three parts:participation levels, participating functions and participation ways.The author believed that studying the influence of Teachers’Congress in middle school’s management, as well as methods of middle school democratic management in the new era will contribute a lot to the improvement of popularizing Teachers’Congress in national basic education. |
