Common pool resources (CPR) are directly related with residents and proprietors inurban community. The realization of the effective governance of CPR in urban communityhas great improvements on the quality of living of the citizens and also has advantages onharmony and stability of the community.It has achieved abundant research achievements on the CPR, common resources andthe governance of urban communities. However, most of the documents are based on theperspectives of the theory of governance and principal-agent. There are fewer clearly definedfrom the social capital angle, especially analysis on the CPR of urban communities from thesocial capital view.Based on the social capital theory, this article, using related theories and knowledge ineconomics, sociology, politics and managements, applying the induction and deduction logicanalysis method, hackling literature home and aboard, according to practical situation of CPRin the urban community, tried to analyze the reasons lead to invalidation of governance inCPR in urban community and then put forward countermeasures and suggestions.For a long time, the governance of CPR in the Chinese urban community has theseproblems: channels of expression in demand and requirements are not unblocked; supply cannot fully meet the demand of the citizens and lack of supervision in the governance of CPR.From the respect of social capital, those are result from lack of trust and cooperation amongthe subjects related to the CPR, illogicality of relation network in the community andimperfect of construction and implementation of the formal and informal system etc.Therefore, this article put forward countermeasures to strengthen the social capital, mainlycontains strengthen trust and cooperation among the subjects, constructing relation networkimproving the formal and informal system of the community.
