Negotiated Learning comes from Negotiating the Curriculum, in order to make students own the right of learning more independently to take part in the course freely and learn more effectively. Negotiated Learning stresses the original and the generated objective should be linked, the content should be integrated and optimized and students should participate and learn as the owner. Also it requests various, developing, reflective and equal evaluation.General technology pursues to improve the students’ technology literacy and promote their comprehensive and personal development. Grounded on practice and highly comprehensive, it emphasizes on creativity. Now, students have a high demand of participating in general technology’s content and theme, process and method and evaluation and displaying. But it is serious and low-level participation can affect general technology core value’s learning and technology literacy’s improvement. Using Negotiated Learning in general technology is valuable. It can help to enrich technology knowledge and skills and enhance students’ interest; practice technology thinking and methods and stimulate students’ creativity; develop students’ self-directed learning and cooperative ability. Besides, it can help to innovate general technology’s teaching design.It is feasible to use Negotiated Learning to general technology. But Negotiated points should be paid attention to in general technology’s teaching. Considered Negotiated Learning’s features and general technology’s general and particularity, the process can be constructed as follows:make self-preparation for negotiating, choose negotiated points together, design the negotiated learning program co-operatively, perform the program dynamically and do the summary and reflection. Preparation and choice are basic and difficult.Then, present the negotiating learning process of Program’s Construction and Methods and reflect the experiment. By survey, Negotiated Learning can promote students’ learning to a certain extent, but there are some problems. Some suggestions can be advised:reinforce the supports for teachers, change teachers’ roles, clear students’ rights, explore resources and optimize and internalize the negotiated learning program.
