Independent college is a special system in china which was born in the process of higher educational popularization, existing not for a long time. Currently, independent college is in constantly changing and developing. In recent years, there have been a lot of researches on the independent college’s property right of ownership, investment, management, and other aspects of the problems. Based on the method of researching literature, questionnaire, interview and political analysis, all those methods have done some researches on the policy of independent college diploma’s historical evolvement, implementation, the current situation, problems and causes.And some political suggestions according to the present situation of independent college diploma’s system will be put forward.There are two most important political documents promulgated by The Department of Education that influenced on the diploma policy of independent college to be changed,one is Opinions on regulating and enhancing the management of Independent Colleges with new mechanisms and modes in2003,the other is Settings and management measures of Independent Colleges in2008.The diploma policy of independent college can be divided into three different stages: Double-tracked period, diploma-degree separated period, diploma independence period.With the questionnaire survey and interview case method, the author made a investigation on the implementation of the diploma policy of independent college in the Jiangsu province,knowing that the diploma policy of independent college is implemented on provincial level, college level and college level,and The Department of Education’s26th Order have influenced the recruiting and teaching students.And we also found that:(1) Existing a "Reverse Out " phenomenon in the implementation of the diploma policy of independent college;(2) Independent college award bachelor’s degree independently,having a little influence on itself but much on students;(3)Award degree authority evaluation of independent college is a sure result of " Fraud Review";(4) Independent college’s independent policy is just a "False Independence "like as old wine in new bottles.From policy itself, subject factors of policy implementation, object factors of policy implementation and environmental factors of policy implementation these four aspects, I pay my attention to analyze the current implementation’s situation and the cases of the diploma policy of independent college.I draw four conclusions from my researches:(1) There is a strategy between central and local government and central government dominated the diploma policy of independent college;(2) Diploma policy of independent college is just a consolidative and symbolic policy;(3) Independence of independent college diploma is a "false independence";(4) Diploma policy of independent college has little influence on independent college in short time and requires follow-up policy. In order to make the independent college diploma from "form independence in form" to ’independence in substance ",I put forward three Suggestions:(1) Making use of different political tools to promote the independent college diploma into substantive independence;(2) It’s very important to do the work of award-diploma well to protect students’ interests;(3) Paying attention to degree awarding evaluation, and increase the value of the independent college diploma.
