A Research Of The Conflict Between The Academic Certificate And The Degree Diploma In Our Country's High Education

The author summed up the present situation and characteristic of the graduate education in our country, and then summarized the law basis of the system of academic certificate and the degree diploma in our country's higher education. Therefore, the law basis of the two kinds of system is clear and definite. The author analyzed the four conflicts of the system of the academic certificate and the degree diploma in our country's high education through the case that Liu Yanwen indicted Beijing University. Then the author pointed out that the conflicts firstly influence our country's graduate education, especially the master education badly. All these made the graduate education which we were proud of enter upon a chaos phase. Secondly, the conflicts have passive influence on the development of the professional degree education, so the new type of the degree which coincide with development of the national education become a synonym for lower level. For the above reasons, the author thought that the conflict between the two kinds of the certificates should be solved urgently.After the analysis of the conflict between the two kinds of certificates, the article has a depth analysis of the reason for the phenomenon. Now the academic certificate is displaced by the degree diploma. The reason is that the emergence of the learning society and life long education which makes the evaluation of one's education evolves from his academic certificate to his degree diploma. At the same time, the conflict between the academic and professional degree is the expression of the unity of opposites of the science and technology in the area of high education.The article has a collective analysis on the development of the graduate education in the advanced countries and areas. Considering the present situation of the graduated education in our country, the author put forward three proposals: Firstly, the law of education and the lawof high education should be revised, and the system of the academic certificates should be canceled, so that the laws and regulations whose core is the law of degree can be established. Secondly, the high administrative department of graduate education should be rationalized. Thirdly, a new kind of degree system of our country's high education should be established.
