The definition of "develop the country with science and education" is familiar to each people in China with the coming of the21century. As the birth land of science, in order to educate more and more talents, schools should have impeccable motivation system to make sure the management of school is normalized. It is need to mobilize the initiative of teachers and balance the development of teacher’s group.Base on the analyzing of theory, the author found the current situation and problems of the motivation system for colleges. Otherwise, the writer designed the interview and questionnaires based on the actuality and troubles. Then after analyzing the interview and questions, the writer found the top three demands for college teachers, they are economic security, career development and environmental harmony. Depending on the analyzing of interview and questions, the author concluded four principles of designing teachers’ motivation system. Based on those principles, the author designed the teachers’ Payment System, dividing the teachers’ Payment System into three parts:the first one was designed as a normal payment system for the average teacher which is named Salary System of Double Entry. This kind of payment system was designed basically on the two-factor theory, and is consist of intrinsic motivation and extrinsic motivation. The second payment system was designed for the high technology talent that is called Annual Salary System. The third one was designed for the teacher who is excellently good so that the leader wants to keep he (she) work in the school for a long time, this one is called Agreement salary. Simultaneously, the author designed the Performance Assessment, dividing the performance assessment into two parts, one is quantitative assessment, and the other one is qualitative assessment. Depending on the summary of these two assessments to decide the teacher has to be trained, or get the job promotion, or be promoted, otherwise be non-reappointment. Furthermore, when examine the teachers, the different subjects that the teachers teach and the different work-type for the teachers should be considered. Ofcourse. the assessment deadline has to be set as well. Moreover, the Training System and Communication Consultation Mechanism has been designed also. A good communication consultation mechanism system can help to understand the desire of the teacher and make the communication between leader and teachers as well as teacher and teacher better than before.
