An important characteristic of the harmonious society of the socialism is "equity and justice", which means realizing education equity, promoting education, particularly the balanced development of compulsory education. Along with the realization of "Two Bases" of the compulsory education target, people’s demand on the compulsory education moves from the coverage of compulsory education to the quality of compulsory education. But the quality of compulsory education depends on the quality of teachers. The differences between urban and rural compulsory education are more likely the differences between the qualities of teachers thereof. How to balance teachers and promote urban and rural compulsory education becomes the point of realizing the strategic target of education equity.In order to resolve the problem of big differences between urban and rural teachers in the compulsory education stage, this paper takes macro education laws as instruction, takes the rationality and advantage of teacher’flow as foundation, uses the periodical exchanges of teacher as methods, and tries to give proposals for reforming the policy of teacher’s exchange. This paper aims to spread advanced teaching theories and methods through the flow of good teachers, promote the quality of teachers and make the student of weak schools have equal education and developing opportunities.This paper consists of six parts. The first part puts forward the background and meaning of the research, and settles the methods of the research by arranging and analyzing the document overview. The second part defines the "exchange" first, and then puts forward the meaning of carrying out the teacher exchange policy by analyzing the role of government and the current political environment. The third part looks back the development process of teacher exchange policy of China; then analyzes the problems appear on the process of the policy, and finally analyses the reasons of the problems. The fourth part is based on the overseas data, briefly introduces the relevant teacher exchange policy of the United States and Japan, and learns some experiences from them. The fifth part puts forward several advices on how to improve the teacher exchange policy on the level of implementing the policy. The sixth part is an article summary, which analyses the disadvantage of the policy and the development trend.This paper makes every element clear of the teacher exchange policy system by doing the policy research, and puts forward general measures of the teacher exchange policy, which can be taken as a basic reference for further research and practice.
