In the new century,China's rapid socio-economic development,basic education is widely concerned,countries continue to increase investment in compulsory education,including funds,resources and teachers,it can be said that the current emphasis on basic education especially compulsory education in poor remote rural areas more than any time in history.In the background of boost,accelerate the implementation of communication through the urban and rural teachers,be at this stage to promote the balanced allocation of compulsory education resources,the only effective measure to promote the reform of basic education and Chinese development.In fact,the exchange system of urban and rural teachers in China started late,the country to promote the conditions are different,more because of China's urban and rural compulsory education teachers is lack of laws and regulations and system guarantee complete,most of the time trial only to "notice" or "way" in the form of many human factors in the actual operation process,free great,so it is easy to make the exchange of documents and policies of urban and rural teachers to stay in the oral,both to promote will be one-sided to cope with,a mere formality,which will form a balanced,and the policy intention will be quite different.Therefore,the new mode of system research and exploration stage of compulsory education in the area of urban and rural teachers,to strengthen the construction of teachers team,promote education fairness,promote the harmonious development of the society,is of great practical significance and far-reaching historical significance to building a well-off society.This article takes the compulsory education urban and rural teacher exchange as the main topic,selects the D County of Gansu Province as the research object.The economy is underdeveloped,but the transportation condition is convenient,the population is relatively concentrated,the education basic condition is good,the urban and rural teacher exchange implementation is more prominent,the education development degree is middle,therefore in Gansu province has the county education present situation representative,the typicality.In this study,through field investigation on the situation of urban and rural compulsory education teacher exchange,found that there are still many problems in the region of urban and rural compulsory education teachers in primary school principals and teachers,such as understanding of the exchange policy is not thorough,subjective willingness of teachers to actively participate in the exchange is not strong,the new changes in the exchange of teachers life and work and the unstable part of students' learning state.At the same time,there are still some teachers who participate in the exchange in the primary school,which are not suitable for the new environment.The subjects they have learned are not in line with the actual needs and shortages of the communication school,and the opportunities for the rural teachers to participate in the teaching practice are insufficient when they communicate in the town schools.This study found that around the urban and rural teachers exchange activities,through the research methods of literature,interview and questionnaire,from general to specific,from the case to the general,combined with the actual situation,make the exchange of teachers in related policies,and puts forward some measures and ideas on how to improve and standardize the urban and rural teachers.Nowadays,the exchange of teachers between urban and rural areas is a hot topic as well as a sensitive issue.In order to fully implement national and provincial policies on urban and rural teachers,accelerate economic compulsory education stage in less developed regions and rural teachers,make the relevant rules and regulations to effectively promote,this study has the following suggestions in the demonstration:to further improve the system and measures,fully embodies the humane care of the teacher exchange system,establish evaluation the incentive mechanism of the exchange of teachers,improve teachers' professional exchanges continue to strengthen targeted guidance,and actively explore new mechanisms for exchange of teachers in less developed county new mode.
