In2004, ordinary high school’s new course reform has started officially in China.Ningxia, Guangdong, Hainan and Shandong became the first batch of experimental areas. Thses four provincese implemented the college entrance examinations for the first time after the new course reform started. By2011, the new course-college entrance examination has been implemented for five years. The tends of this kind of new course-college entrance examination indicates the trend of college entranee examinations of other provinees, eities and districts that enter the new course reform later. Therefore, it is very neeessary to do some diseussions and studies on the chemistry test papers of the college entrance examinations of four experimental areas.SOLO means structure of the observed learning outcome, the SOLO classification theory is a theory evaluates the series of performance which learn appears in specific learning activies.According to student’s appearance when solving a problem,the capacity structure can be devide as five levels:prestructure-level,unistructural-level, muhistructural-level, relational-level and extendedabstract-level.In this paper, the chemisty entrance questions have been devided into four different levels by using the SOLO classification theory:unistructural-level, muhistructural-level, relational-level and extendedabstract-level, indicated by symbolsU, M, R and E. According to the SOLO standards of the ability of thinking when solving chemical questions, which is meets the real needs of the college entrance examinations for chemistry.With this standards mentioned before, this paper studyed the chemistry examination questions of the first batch of experimental areas from2007to2011,gotten the ability distribution and the data trend of the seexamination question for different years and different areas. From which we can get the capacity structure of high reasonable distribution for chemical examination paper under the new curriculum reform background.The study shows:from2007to2011, all of the SOLO level distribution line of the NCEE’s chemistry exams have a single peak in the majority. The peaks appeared in the M level as much as in the R level. According to the SOLO classification theory, the unistrucrural-level question is used to balance the difficulty of a paper, so its frequency should be control under10%; the muhistructural-level question is used to expland the knowledge coverage, the reasonable frequency should be about40%; the relational-level question shows the ability of solving chemistry problemas well as the soul of new course reform, so the reasonable frequency should be about50%; extendedabstract-level question investigates students’s senior thinking ability, the reasonable frequency should be meet the needs of each provinees, eities and districts.
