On The Current Situation Of Physical Education Among Independent In Stitutes In Hebei Province

Hebei Province is one of the largest provinces of undergraduate education. It has36higher undergraduate institutions (excluding the Independent Institute), but only Hebei university of technology is a number of the national "211Project". This fully shows that Hebei Province is not a strong province in higher education. Hebei Provincial People’s Government on the batch of the Provincial Board of Education for the21st Century, Hebei Education Revitalization Action Plan (Ji Zheng [2000] No.6) is issued and implemented on the4th, February,2000. This plan is in order to raise the level of higher education in Hebei Province, and getting closer to the domestic higher education strong province. It puts forward that we should actively develop various kinds of undergraduate education and postgraduate education, vigorously develop vocational education, and make efforts to expand the overall size of higher education, and build open, pluralistic system of higher education. The first independent colleges established in2001are Zhixing College (Agricultural University of Hebei Institute of Technology), Hebei University City College, College of Shijiazhuang Railway Institute Quartet, Yanshan University liren College and Hebei Normal University Department of Chinese College. Hebei Province, with18independent colleges (accounting for1/3the number of colleges and universities in the province) tied for the fourth place together with Liaoning Province all over the country. The number of students in Independent institutions reached more than210,000people, accounting for1/3of the number of undergraduate colleges in Hebei Province.In this study, some files like "National College Physical Education Curriculum Teaching Guidelines","School Sports Ordinance","independent college management approach", and "independent colleges education evaluation system" have been detailed interpreted. The developing Status of the18independent college sports for students is the research object. On the use of culture heritage data method, expert interview method, questionnaire survey method, number statistics method, and logical analysis, the study finds the following questions.1. In Hebei Province, there are the two kinds of independent institute, including13public independent institute which are detaching property rights according to " Independent College Setting and Management Approach" of Ministry of Education and5state-run with people help independent institute has completed detachment.2. Sports administration of Independent Institute in Hebei Province is not perfect. There are two schools implementing the secondary management mode with separate sports department, four schools implementing the three management models,12schools and alma mater sports department purposes of teacher resource sharing, called the parent universities unified management.3. Independent institute of Hebei Province teaching management system is not perfect. Problems in the curriculum, course structure, courses content lead to the deviations to "National College Physical Education Curriculum Teaching Guidelines", which hinder its goal to be achieved smoothly.4. Independent Institute of Hebei Province is relatively backward in extracurricular sports training, competition system and the construction of campus sports culture.5. The ratio of physical education teachers and students in the Independent institute of Hebei is disordered--1:123. The alma mater sports teachers share too much resource:The selected teachers are683people, which is84.1%of the whole.6. Venues and facilities of Independent institute in Hebei Province do not match the requirements of "University sports facilities, equipment catalog", which cannot meet the needs of the student sports and affect the development of student sports activities.Based on the above problems, the author visited the sports experts, and combining the actual situation of the independent Institute in Hebei Province, the author proposed the following targeted recommendations and responses:1. Accelerate the transformation pace of Independent institute:Independent colleges transform from the public and state-run with people to the private is the only way to deepen and develop. It also plays a positive rile is accelerating the Independent Institute transformation pace of Independent Colleges complete perfect administrative system, establishing and improving the teaching management system and forming their own school characteristics.2. Complete and perfect the system of sports administration:Sports administration system is a general term for sports management agencies to set up and the division of authority. And it is the guarantee for sports work of teachers and student sports organization. Complete sports administration system is a premise to establish and improve the teaching management system, and also is beneficial to systematically and purposefully implement the student sports plan.3. Establish and improve the teaching management system:Establish and improve the teaching management system is the basic of school sports teaching and it can fundamentally enhances the earnest of students’sports learning, mobilize the enthusiasm of the students to participate in sports and establish a "health first" thinking, which can contribute to reaching the purpose of the sports culture of students lifelong sports. They are inseparable with the reforming and curriculum, and optimizing the structure of courses, rich course content. The former is the guidance to the latter; the latter is the promotion of the former.4. Innovative intramural sports competition system mode can be seen as an opportunity to enrich the campus sports culture. Compared with foreign countries, our universities and independent colleges’intramural sports competitions institutional models are still inadequate. It is mainly showed in the following two points. Firstly, the form of organization is relatively simple, without a systematic mode. Secondly, competitions and activities is not various.
