The higher occupation education is an important constituent of the higher educationsystem. It is responsible for national economic and social development to cultivatehigh-quality skilled talents. Speed up the development of higher occupation education,training high quality talents is the national adjustment of higher education structure, adapt tothe demand of economic and social development of the key initiatives. In the originalsecondary school based on the upgrading is the main way of higher occupation school builds.After upgrading, its professional setting, personnel training target, teaching managementsystem, curriculum design and evaluation ways are associated with the original secondaryschool level has a certain distinction, the cultivating patterns for talents must becomprehensive system reform. Therefore, must strengthen the research of the new highervocational colleges’ talent training mode reform problem.This paper selects Shijiazhuang Science and Technology Engineering College as a case,with top design theory as a guide, undertakes a system study on the new higher vocationalcolleges’ talent training mode reform. This paper firstly analyzes the relevance of top designtheory to the study; followed analysis the main task of the newly upgraded higher occupationschool talent training mode reform, and with the Shijiazhuang science and TechnologyEngineering College as a case, the reform of talent training model of specific measures weresystematically; finally gives the newly upgraded higher occupation school talent trainingmode reform problem to offer relevant policy proposal.
