A Study Of Promoting Technology Innovation By The Cooperation Between Governments And Universities

Governments and universities play a critical role in promoting regional technology innovation, especially the urban technology innovation. Governments tend to guild the development of regional technology innovation through law, fiscal and tax policy, government subsidy, etc. while currently universities have become an indispensible force in advancing technology innovation for local economies. In order to implement the strategy of "rejuvenating China through science and technology" more thoroughly, promote Hangzhou’s construction of innovative city, and further deepen the role of universities in serving local economies through technology innovation, great importance must be attached to the collaboration of governments and universities in promoting technology innovation. This paper mainly analyzes the current situation of the technology innovation work between universities in Hangzhou and relevant departments of the municipal government, elaborates existing problems and their corresponding reasons, and meanwhile proposes suggestions for the advancement of technology innovation by the cooperation between governments and universities based on the advanced experience borrowed from home and abroad.At first, this paper summarizes the theories related to the chosen topic including the overview of the regional technology innovation theory, three spiral innovation system theory and coordination theory, explores the domestic and foreign literal review of the coordinated development of technology innovation between governments and universities, and then puts forward the methodology and significance of the current research.After that, this paper analyzes the current situation of the technology innovation cooperation between universities and government departments in Hangzhou for the time being. The following aspects are mainly targeted such as research staff, laboratories, research expense, research awards, etc. The focus lies on the current situation of the coordinated development of technology innovation in Hangzhou. Based on this, existing problems are discussed at the same time in attempt to find their reasons from different angles, such as policy making, approval standard for scientific research projects, self-owned problems of universities, information channel between universities and companies, innovative mechanism of combining learning with research and production, etc. Besides, advanced foreign experience from America, Japan, and Australia as well as domestic experience from Shanghai and Guangdong are summarized and investigated. Finally, this paper advocates some suggestions for strengthening the promotion of technology innovation between the municipal government and universities in Hangzhou. Based on the above discussion, key points and development direction of the bilateral strategic cooperation are explored in detail.
