Research On Service System For Old People In Rural Community In The Background Of New Rural Construction

With the development of the rural society and economy, the rural community is facedof the problem such as the aging of population, the traditional family pension mode and theexisting rural society for old service system is not perfect. In one word, the existing servicecannot meet the needs of the elderly. The construction of new rural provides newopportunities and new requirement for the establishment of rural community servicesystem for old people. Therefore, it has great significance value to study the ruralcommunity service system for old people. This paper uses the literature research,investigation, comparative analysis and time series analysis method, with the public goodstheory and social welfare socialization theories to have a system research of theconstruction of old service system in rural community.First of all, I have a theory comb of the rural community service system. With thedevelopment of social economy, the rural community service from the traditional familypension security period into the diversified development period. At the same time, it isfaces challenges from the change of population structure, economic environment and thecultural environment in the countryside. In the background of new rural construction, ruralcommunity service is facing new opportunities of development, it should take the principleof socialization of social welfare and provided by the state in the form of public productsor quasi-public products.Secondly, based on the study of the theory research, we take the Xiaokunshan town inSongjiang community of Shanghai as an example to have an empirical research of the oldpeople service in rural community. Through the questionnaire and interview, we have adeep understanding of the present situation in the aspects of rural elderly endowment, theservice demand and service supply in this region. Though the town has made someachievements, it also has some problem such as the weakening of family pension servicefunction, the shortage of service quantity and the low supply quality problems. Thefundamental reason for this is that on one hand the national public products supply system arrangement have defects, on the other hand with the development of social economy, theold people’s demands have rising but their ability to pay is limited.Again, based on similarity of the social background and cultural background, I have aresearch of the services for old people in rural community in East Asian culture circle.Selected the Japan, South Korea and Taiwan to analyze and get the enlightenmentexperiences such as a break structure of urban and rural areas, improve policies and legalsystem, pay attention to the rural community for old service human resource planning andgive full play to the government, family, community, and the role of social forces.Fourth, I constructed a target pattern of the service system for old people. Theconstruction of the service system should be adapt to the principles of rural social andeconomic development, fairness and efficiency, scientific and prospective, consistency andstability of the policies. Then we can construct a service system can trinity the strengthenof the government, community and family. The service content including care for olderpeople life, health care,mental health, culture entertainment, social participation andprotection of their rights and interests. The goal of the system is to promote the realizationof the target of the old-age work, meet the will of the old people and their family.Finally, I put forward the countermeasures of how to establish service system for oldpeople in rural community. First, we need to define the responsibility of the family, thecommunity, the government and the society. Secondly, we need to perfect the policysystem. The policy system should including social participate policy, income securitypolicy, healthy policy, care policy and public service policy. Again, we need to increasethe investment in the aspects of finance, human resources and institutional construction.Finally, we need to pay attention to the build of atmosphere, regional differences and thedepartment’s responsibility.
