The21st century is China’s rapid development and rapid of change, the face of this high-paced change and the foreign after another of the spiritual and culture, the spirit world of our citizens became very confused, mainstream values gradually lose its authority and banner. The city’s high-grade primary school students are in early youth, having the rapid physical and mental development, and yet to be mature; For the child’s family, mostly one-child and well-off; Living in a social environment is more complex; As such a special group, the daily interpersonal behavior will often be many problems. The reason is their ideas problems, that is the Value orientation problems. Developing pupils a good quality of interpersonal, on the one hand contribute to cultivate both ability and political integrity of high-quality talents, and enhancing national competitiveness. On the other hand help to improve our social atmosphere, to promote the formation of a harmonious socialist society.On the basis of the existing domestic and international research, consciously observe the daily interactions of high-grade primary school students in city behavior, combined with the results of observations, and compiled a questionnaire. Extracted four primary schools in Changchun City, fifth or sixth grade, two classes, a total of16classes, they survey on the status of city high-grade primary school students of Communicative Action, from the overall situation, gender differences, age differences in three aspects, analysis of questionnaires, mining the value orientation of communicative action. This paper analyzes the draw: Communication purposes, there is the utilitarian orientation; In the interaction process, the value orientation of solipsism; Communication methods, their value has the tendency of the adult; In the exchanges evaluation, the value orientation of instability; Analysis of the problem of urban high-grade primary school students in the value orientation of communicative action, from the three aspects of school, family, network information society affection. Finally, put forward the measures and methods of guidance and promotion of the value of the communicative behavior of the urban high-grade primary school students. To the system of schools, families, society, three aspects of the community focus. Family education plays a fundamental role in the value guide, school education plays a dominant role in the value guide, the social environment plays a decisive role in the value of the boot; Improving the bad interaction phenomenon of the city’s high-grade primary school students, developing good interpersonal skills, we must start from the optimization of the school, family, social education, these three subsystems to work together, cooperate with each other in order to achieve practical and perfect.
