Population aging has become an irreversible trend in the world.With elderpopulation increasing rapidly,education should be contribute their strength to thecoming of aging society.At present,people gradually begin to break the traditionalideas,realize that the objection of older education should be contain all of peoplerather than only older people.Developing older education vigorously is not only theneed of creating a harmonious society and realizing health aging,but also the essentialof developing older human resources and constructing the system of life-longeducation.Therefore,the research on older education has an important significance.The main body of this dissertation consists of four chapters:The first chapter analysis the theoretical basis of older education.Rights theoryemphasizes that education is a right that older people should be enjoyed.Welfaretheory from the national angle emphasizes that countries should be guarantee oldereducation for the old people as a obligation. Life-long education theory emphasizesthe necessity of lifelong learning and points out the importance of education for olderpeople.Self-perfection emphasizes that education should be “people-oriented”and payattention to the cultivation of subjectivity for older people. Social participation fromthe perspective of social development emphasizes that old people are both the socialdevelopment participants and distributors of social achievements.The second chapter traces the historical development of older education inAmerica.The United States older education is founded at the beginning of18thcentury,at that time older education belongs to the adult education until the19thcentury.After1917,the government has involved in older education and enactedlegislation,policy to guarantee the development of older education until1961. After1961the United States government continues to enacted policy and laws,alsogradually attention to the implementation of bill.Some national organization relatedwith older education established until1981.After1981,the implementation of oldereducation has diversity.The third chapter summarizes the way of implementation of America oldereducation,mainly contains three ways. One is government departments provideseducation to older people by the establishment of national organization,policy andenacted laws, the other is from university colleges,main shows promotion andcontinue education,older summer school and so on,another is community older education.The fourth chapter summarizes the features of the implementation of Americaolder education from policy design,organization operation,implementationobject,education activity design and so on four aspects. First,America governmentpays attention to enact policy and law in the process of implementation of oldereducation,and the policy covers more broad scope.Second,the United Statesgovernment supports the development of older education,the folk organization is keenon education and establishes many national organizations for the oldpeople.Third,America pay attention to the demand of old people’s professional inorder to improve human resources and make all of people as the object of oldereducation.Fourth,the scheme design of teaching activities have both professionals andthe old people yourself.The implementation of curriculum is multiple,expect thatcurriculum is conducted in formal and informal two ways.
