After20century teaching excellence became an important part of higher education, especially the research of function of higher education was highlighted, faculty regard research as their primary job, hence lead the change of university’s function and quality of teaching declined. Teaching excellence emerge as the require, teaching excellence doesn’t a quantitive or termination concept, it is descriptive and expansibility, and it is accompanied by students’study life. So it is difficult to make a normative concept for teaching excellence, it became a hot issue and nagged scholar in England and America. Some scholar change their interests from concept to characteristic of teaching excellence, therefore they didn’t rest on the normative concept of teaching excellence, but understanding teaching excellence from different sides, the characteristics can incarnate what is teaching excellence.Teaching excellence doesn’t independent, it is related to many factors, for example the quality of teachers, management of school, quality of students, and the incentive system for faculty etc. These factors are affect the teaching excellence. So this paper is analysis the performance-based evaluation under the background of teaching excellence, it wants to find out the influence of performance-based evaluation to teaching and elaborates the "excellence programme" of Ohio America to ascertain the influence for teachers’evaluation under the background of teaching excellence.In order to achieve the objective above, this research is consist of four chapters:First chapter:the theory of teaching excellence, it is try to find out characterize of teaching excellence and understand some reaeachers attitude to the concept of teaching excellence. We view the context of teaching excellence all over the world, and know the characteristics of teaching excellence.Second Performance-based evaluation for faculty in university of America,this chapter mainly discuss generally progress of perfomace-based evaluation for faculty in university,firstly, it present the development history of teacher evaluation and the background of performance-based evaluation then state the theoretical basis of performance-based evaluation, finally,relate and analysis the impact of performance-based evaluation and it apply.Third chapter:excellence programme of ohio America case study. It discuss the case of excellence programme of Ohio, it expound the details of excellence programme and analysis the influence for teacher evaluation. the guiding ideology of excellence programme is teaching excellence,this chapter will study the influence of teaching excellence to teacher evaluation.Forth chapter:conclude. Discuss the relecance between teaching excellence and performance-based evaluation. Assuming that if the teaching excellence would be improve after performance-based evaluation been to practice. At last, discuss the shaortage of performance-based evaluation.
