| Building world-class university has become a catch-word in the last 20 years worldwide,which results in the higher education research focus of world-class university.A many of countries have contributed huge money and resources to implement the so-called “excellence initiative”.Evaluation is for sure an important component of the initiative design.Yet China has been lagged behind in that sense,which makes research on current evaluation trends and best practices of vital importance so as to make it a reference for China’s evaluation design.This paper has searched both the first-hand data and literature source of the different evaluation design and practice worldwide.Program selection criteria of 18 cases are chosen to be analyzed as well as evaluation system design of 15 cases are analyzed in terms of a meta-evaluation framework.Based on that,respective characteristics on area,phase and type of the program have been identified.Then,4 case studies are presented with deep analysis.Last but not least,based on the above all findings and insights,a unique program evaluation framework fitting China’s circumstances is presented as a tentative attempt for future policy making reference. |
