According to exiting law of China, The Compulsory education has to be obeyed byschool-age children and adolescents who own the nationality of the People’s Republic, andhas to be aided by the whole country, society, and individual. Relying on the coercive powerof state, nine-year free compulsory education is based on adolescent psychological andphysiological characteristics.For the moment at least, nine-year compulsory education meetthe requirement of education in China.At present, because of the rapid developing country economy, Urban and ruraleconomic development are not synchronized, that the development of rural compulsoryeducation in China has encountered bottleneck, which inevitably lead to rural-urban educationdevelopment divide. In such situation, the most essential problem to discuss and solve is howto ensure the high quality teacher source,improve the existing rural teachers’ culture degreeand age structure, increase the communication between urban and rural teachers, improverural teaching methods and rural teachers’ benefits and stable rural teacher teams.This research mainly completed the following three aspects:1. Sum up the theory andexperience of rural compulsory education development, on the basis of collecting andanalyzing large data from foreign and domestic literature material.2. Based on the analysis ofmaterials and data, summarized the present situation of rural compulsory educationdevelopment in Qingzhou, to find out the difficulties and problems in improving the ruralcompulsory education.3. according to the rural development level and social economicconditions. Explore the way to develop and improve rural compulsory education, and putforward the countermeasure and suggestion.The main results are follows:1、The problems existing in the development process of rural compulsory education inQingzhou city.(1) The age structure of teachers is unreasonable.(2) The teaching method isbackward.(3) The investment for education facilities is insufficient.(4) The teachers are lackof stability.(5)The existence of boredom among teachers.2、 Countermeasures and suggestions for accelerating the development of ruralcompulsory education in Qingzhou city.(1) research the preparation occupancy to solve the enroll difficulty.(2) Transfer staffing relationship from department at full strength to base.(3)Improve the treatment of rural teachers, implement special subsidy just for rural teachers.(4)Expand investment in rural infrastructure.(5) Prompt rural students’ overall development,through rationalization staffing and excellent talents exchange.(6). Take effective measures topromote the students’ quality and Teacher’s virtue.
