Community service is a crucial factor of society construction, vital to the success of Harmonious Community Building. With its professional value concepts and scientific operational techniques, social work has started to play a more and more import role in community service. In the past2011, Community Service Centers (CSC), a new form of community service, blossomed in Guangdong province, in which the main labor force is composed of well trained social workers. But whether social workers can provide practical service for community residents using their professional techniques needs more statistics and investigation. The problems and challenges social workers in a CSC face also are unique and remarkable. Our work in this paper carries out in such real and valuable background, taking one concrete CSC as our sample. We study the professional autonomy of social workers in a CSC with various tactics, such as participant observation, literature method and deep interview. This paper is structured as follows:Firstly we analyze two aspects of social work, professional features and social work’s role and functioning in social community service. Secondly we study how social workers deliver service in a CSC and the degree of social workers’ professional autonomy in daily work nowadays. Thirdly we start to figure out the reasons that restrict the development of social worker’s professional autonomy from our first-hand materials. In the end we try to shape up practical suggestions.
