The disabled are the focus of the social security and public service in a large group with outstanding characteristics and special difficulties. The security of life and service has become the urgent request of the disabled. Due to their particularity, the mental disabled have more urgent expectation on the service to meet their demand. To expand community service for the disabled and improve the disabled community life quality, all parts of the country have worked on the construction of social security system and service system for the disabled since2008. Doing good community work and providing convenient, efficient community welfare service timely for the mental disabled have become particularly important. To get high quality welfare service has become the urgent demand of the mental disabled and their families.Based on the sunshine house standardized assessment research, from the point view of the enpowerment theory, Sarah’s service suitability theory and Gilbert’s service delivery theory, taking literature research and field research methods, the writer tries to explore the service access to the mental disabled in area S focused on the concept of service access from accommodation, acceptablity and availability on discussion of the characteristics of the community welfare service for the mental disabled and the importance of service access. Then it comes to the conclusion that the community welfare service for the mental disabled at present has weak access features. In the study, the author also finds the weak access of the community welfare service for the mental disabled appears to be in structural characteristics. The community welfare service is in weak system access, especially weak accommodation in the service facilities and service personnel, weak acceptabiliy due to the lack of effective participation. The community welfare service is also in weak action access by depletion, alienation and lack of social participation. Based on the analysis of service access and access structure, the author puts forward strategy suggestions to enhance access in community welfare service for the mental disabled. Lastly, it will promote the community life quality of the mental disabled by improving access to welfare service.
