Research On The Accessibility Of Community Welfare Services In Shanghai

Since the universal implementation of family planning policy in the 1970 s,for various reasons families that lost their only child gradually reached a certain scale.Due to the death of only child,only-child-died families have more unique needs for life security and service guarantee.Due to the lack of family structure,only-child-died families become a prominent social group and should become the focus group of social security and public service.To expand community welfare service for the only-child-died family and to improve the only-child-died family community life quality,all communities in Shanghai have extensively carried out the construction of social service system for the only-child-died family since 2010.Therefore,doing good community work and providing convenient,timely and efficient community welfare service for the only-child-died family have become particularly important.At the same time,only-child-died families urgently hope that the community can provide high-quality services.Based on the establishment of contact system for the only-child-died family research,on the basis of Anderson’s the use of service access theory and Panchaszky’s the “degree of fit” service access theory,the article attempts to explore suitable for localization evaluation model of service access.This article adopts the case study analysis method and collect data by questionnaires and interviews.The writer tries to explore the service access of the only-child-died family in area X,focused on the concept of service access from accommodation,acceptability and availability on discussion of the background of community welfare services and the characteristics of the community welfare service for only-child-died families.Then it comes to the conclusion that the community welfare service for the only-child-died family at present has weak access features.On this basis,the writer also finds the weak access of the community welfare service for the only-child-died family appears to be in structural characteristics: on the one hand,the community welfare services is in weak system access,especially weak accommodation in service personnel and the weak acceptability caused by the lack of effective participation of only-child-died families.On the other hand,the community welfare service is also in weak action access,such as the depletion and alienation of community welfare services,the lagging development of community volunteer service and professional service.Based on the analysis of community welfare services access and access structure,the author putsforward strategy suggestions to enhance access in community welfare service for only-child-died families.Lastly,it will promote the community life quality,improve the level of welfare and promote the well-being of only-child-died families by improving access to welfare service.
