With the intensifying of economic system reform and the speeding up of industrialization and urbanization, a great number of rural population flock into the city to find jobs and living there. And the familial migration phenomenon is coming into being. The education for Migrant workers’children drifted into the cities with their parents becomes the focus of public attention. During the process of the implementation of the ’TWO-" policy, the number of education enrolment for farmers-turned wokers’sons and daughters in state schools is increasing constantly and a number of new situations are taken.This paper takes the Migrant workers’children at state schools in Qing-he District of Huan’an City as research objects. By investigating the current situation of education enrolment for Migrant workers’children, the reasons are proposed. Based on the arrangement and analysis of the facts, some constructional control strategy and suggestions to improve the educational situation for Migrant workers’children are put forward by the combination of relevant education policy, legislation and educational administration theory.This dissertation is devided into the following four chapters. In the first chapter, basing on absorbing the anterior research fruit of other people, the main problem in this study is proposed. The meaning and research method are also discussed. Besides, some related notions are defined. In the second chapter, the education enrolment situation for Migrant workers’children at state schools in Qing-he District of Huan’an City is investigated and analyzed on the basis of fieldwork, interview and questionnaire survey of the study and life of this special group in state schools. The author got a conclusion that most of the Migrant workers’children got various improvement in their study after their entering into the cities. But due to the variety of reasons such as learning foundation, habit, family education, personality development and so on, the sduty chasm between the local children and them contrasts sharply. In admission charge, management of school roll, the chances of practice, honor evaluation and so on, the state schools haven’t made no discrimination in treating them. In the third chapter, the author analyzed the reasons for the education enrolment problems of Migrant workers’children. We think that based on the household registration system and under the education management system "local accountability, classification management" characterized by division of urban and rural dual social structure, the Migrant workers’children do not enjoy equal rights in compulsory education and the existing high quality public education resources are far from meeting the demand of school attendance. In chapter four, some specific countermeasures to solve the problem in the following are raised.I. Innovation the management model and strengthening the responsibility of the government to provide system security for Migrant workers’children to receive fair compulsory education.II. Plan the pattern of public schools scientifically, broaden the education channel.Ⅲ. Speed up the pace of balanced and equitable education, deepening quality education.IV. Change the school management, improve the quality of education.V. Form home, school and social education cooperation, raise the level of family child care.Ⅵ. Bring social functions into full play and care for the children of migrant workers heartily.
