Higher education institutes are charitable units for public benefits, where higher education is conducted and professionals and technicians convene. For long, higher education institutes have made enormous contribution to the success of reform and development. However, a number of deep problems that constrain their further development have bounced to the surface, as the reform deepens and socioeconomic development accelerates. As a result, it has become inherent necessity to reform the managerial and operating systems on campus. The post setting and hierarchical recruitment, as the cores of higher education HR reform, are now under intensive research and exploration.Considering the status quo of Chinese higher education institutes and referring to managerial theories, this thesis looks into conspicuous problems during the post setting and hierarchical recruitment, with a case study of University A in H province. The author tries to explore the causes of those problems and proposes solutions and-suggestions over changing governmental functions, establishing reasonable evaluation and distribution mechanisms and self-identification of teaching staff. This thesis consists six chapters:chapter one, introduction presents the research background and significance of this thesis; chapter two reviews the theoretical framework, including labor division, evaluation and comprehensive incentives; chapter three, a case study of University A in H province; chapter four identifies the problems in the post setting and multi-layered recruitment in universities and colleges; chapter five examines causes for the existing problems in the post setting and hierarchical recruitment in universities and colleges; chapter six concludes the thesis with solutions and suggestions for their further improvement.
