As Ma yingjiu becomes the president of Taiwan at2008, Chinese mainland and Taiwan has made substantial progress in peaceful development and started communication at all levels which never happened before in the recent decades. Especially, the high education communication between Chinese mainland and Taiwan become deeper and more normalized during this period. But things didn’t always come smoothly in the high education communication of both sides. It took a long time that even after breaking the impasse between Chinese mainland and Taiwan and the communication changed from one-sided policy to both sides limited communication. Chinese mainland is always wants to push forward the both sides high education communication while Taiwan didn’t want that much. The Taiwan policymakers are too conservative and this becomes the barrier which is not good for the development of both sides. Therefore, we must understand Taiwan’s policy on the both sides high education communication and the starting point of formulate this policy and all these studies will be helpful for our future policy formulation in the high education area.This paper is focus on the Taiwan’s both sides high education communication policy formulation. Our research is based on theory and practice, history and reality and illustrated in those five aspects:the reasons of this policy formed; the development of this policy; legalization of policy and implementation; policy evaluation and reflection; new thinking on the policy and its prospect. Firstly, we find out that the policy formulation is deep affected by the political environment and Taiwan authorities have to put the education communication policy on the agenda because of the political pressure. Secondly, we analyze the history of this policy and draw a conclusion that the policy development history can be divided into three periods:start and brewing (from1987to1999); Conservatism and stagnation (from2000to2007); limited developing (from2008to nowadays). Thirdly, we make a case study on the Taiwan’s "Three Laws" of mainland students study in Taiwan and explain how the "Three Laws" formed and responses from all kinds of interest groups in Taiwan. Then, we estimate the result from the both sides high education communication policy and discuss the reason of deviations between the policy formulation and the realities. At last, we give our suggestions on the development of the communication policy with objective and dialectical attitude. We hope that Taiwan could consider the high education development with a new thought at nowadays rather than judge high education with political views and the latter attitude will do nothing to benefit Taiwan’s high education.
