The Study And Rethink Of China’s Practice Of The Government’s Purchase Of Social Work Service

The government’s purchase of social work service is a new mode of China’s social service provision, which is also the main trend of providing social services in the future in China. The government purchase of social work services is conducive to the development of social organizations in China and promoting social welfare and the quality of life of the people, so it should be vigorously advocated and implemented. The government purchase of social work services have already taken place in many cities in some forms with the differences in their scales. But a massive purchase of social work services currently only in the presence of several big cities, Guangzhou is an example. Although the practice of this massive purchases of social work service is still in the initial stage of a period of exploration, but it has a positive impact on people’s lives. The government purchase of social work services as well as social work itself, is not created by Chinese government, but generally results in other countries’ practices.This paper first discusses the theoretical basis and practical origin of government purchase of social work services, based on these, then discusses the basic situation of China’s government purchase of social work with the practice in Mingjing Social Work Service Center in Guangzhou as an example, including the purchase motivation, implementation, evaluation, process. Then, this paper focuses on some existing problems in two aspects as the institutional mechanism and the service operation and puts forward suggestions to solve these problems and shortcomings. All these are meant to explore a method to improve the government purchase of social work service while advocating pushing forward the government purchase of social work services.
