The Study About Project System Under Government Purchasing Social Work Service

Project phenomenon is nearly a decade in China a unique phenomenon in operation of the mechanism of social governance system.As a new governance model,is widely used in various fields,the government to buy social work services are no exception.Since China's reform and opening up,China's rapid development of economic level and at the same time,various social contradictions increasingly prominent,ever and won by the government public service mode cannot meet the diversified needs of the masses.Therefore,our country government management innovation,to the social work institutions to buy services through project scheme,project scheme has gradually become the basic mode of social work services in government purchase.Under this background,the social work agencies have sprung up to grow stronger,become a powerful "gripper" of government function transformation,and in various areas have started the exploration of social work services in government purchase.Because time is shorter,most of the local government is still in the stage of pilot error,this research is relatively limited.At present,the academic study of social work services in government purchase have focused on buying patterns,a review of the theoretical basis and practical sources,interaction research,and studies pay more attention to the eastern developed cities,social work services in the Midwest city government purchase is a lack of research.Under the guidance of this thinking,this paper adopts qualitative research methods,in the central city,Nanchang lottery welfare fund project as the research object,comprehensive utilization of the literature method,case interview method,participatory observation method of data collection,using the related theory in social work to analyze and explain the government buy social work services,trying to provide new theoretical basis for the government purchase of social work services.At the same time,introduced lottery welfare fund project operation mechanism and the practice process,analysis of the project scheme under the government buy the influence factors of social work services,main influence factors from the government,social workers,social workers,service environment from four aspects.On this basis,from the perspective of multiple subjects gives preliminary countermeasures,prompting project scheme under the government to buy social work services toward the benign development,to further promote the development of social work services in government purchase,government purchase services for other cities or areas to provide the reference basis.
