With the development of the economics and acceleration of the urbanization of our country, the population of "migrant workers" increases every year and educational problems of these new citizens’ children have attracted much attention of our society. In2001, the State Department issued a corresponding policy that "solved by local governments, and by public schools primarily" to deal with the problem of these new citizens’ children’s education in the compulsory education, and local governments are taking measures step by step to solve the problem. Public school mode, private school mode and hybrid school mode are three systems to enroll the new citizens’children. The public school mode processes the advantages of high quality and easy incorporation. Now it has gradually become the main trend of China’s new education mode for new citizens’ children.Jiangyin City, located in the southern part of Jiangsu Provinces, is the pioneer of admitting new citizens’ children by public school. The Jiangyin government takes all of the new citizens’ children in public primary school, fully guarantee them continued, stable and healthy education. Under this background, Y public primary school starts the exploration for the reformation.This thesis consists of four chapters. The first chapter introduces origin of the problem, definition of corresponding concepts, theoretical basis and current research progress. The second part analyzes the history of accepting new citizens’children in Jiang Yin, and lays the foundation for the reform in Y school. Meanwhile it integrates and analyzes the related existing data and documents for the research. It summarizes the practice and exploration of the reception of new citizens’ children for education in Y School which lies in the aspects of the school running mode, management system, resource allocation, means of education and so on. The third part gives suggestions on how to further enlarge the reception of the new citizens’ children for education by the public primary schools, these advices aim to protect the supply of high-quality education resources, and improve the policy and the management of enrolling new citizens’ children. The last part innovates long-term ways to equally protect the education resource of the new citizens’ children, including protecting the supply of quality educational resources, improving the policy to accept the new citizens’ children and so on.
