Long-term goal, education-oriented; education plans, teacher-centered. But the current rural teachers, as primary and secondary school teachers of the main, on the whole weak, low quality, structural imbalances and other issues has been outstanding. To further strengthen rural teachers, Government guide and encourage the employment of college graduates for the grassroots where is the most needed for the country to contribute their wisdom and strength. Ministry of Education, Ministry of Finance, Ministry of Personnel and the Office jointly issued a "school teachers in rural compulsory education program plans to implement the ad hoc job" implementing "the ad hoc posts Plan"(hereinafter referred to as "specially contracted teachers scheme")on May15,2006."Special Contracted Teachers Scheme" encourages college graduates to go to the west "two basics" and engage in rural education through an open recruitment of them to improve the irrational structure and the overall quality of teachers in rural areas step by step which will come true in five years in compliance with the scheme."Special Contracted Teachers Scheme" is an innovative mechanism of the farther education. It has significance to the rational allocation of teacher resources.Based on the X County, Shanxi Province, the study learned the achievements and problems of "Special Contracted Teachers Scheme" policy by surveying the field implementation and analyzing status. The implementation of "Special Contracted Teachers Scheme " policy oriented new vitality into the county, while alleviated some of the local teacher shortage problem, increased the overall quality of teachers, and improved the irrational of academic structure. The paper analyzed the problems in implementation from what is found in recruitment, wages, evaluation, training, and expiration retention through surveying questionnaire. And the paper analyzed the causes from the policy itself, policy resources, policy implementing agencies, target groups and policy environment aspects, and then put forward some advices to provide reference for relevant departments to improve "Special Contracted Teachers Scheme" policy.
