The information age will be the tendency in the21st century. In the field of education, the modernization of education should be improved by information technology, realizing the great-leap-forward development in education. The information technology will be combined with the subject pedagogy, which is the new thinking in changing the mode of the traditional teaching and will totally reform the whole educational thought and theory. In China, the combination of modern information technology and spoken English teaching will provide a vivid and lifelike teaching scenario, making students communicate with each other in the relaxed and interesting atmosphere; meanwhile, students can personally experience the culture of English-speaking countries and areas on the sense. We believe that, because information technology can create the interactive environment of audio-visual teaching mode, it will play a significant role in improving students’ ability of spoken English, competence of language use and comprehensive quality, and be one of the inseparable and inter-faction factors in spoken English teaching. Therefore, based on the instruction of advanced educational idea, we must make great efforts to integrate the information technology with the English spoken teaching, develop completely the function of information technology in the spoken English teaching, and promote it to serve the English teaching efficiently.This thesis includes five chapters. The first chapter is the introduction which introduces the research background, significance, methods as well as the main problems in the research. As a result of the significance of oral English and the wide-spread use of information technology in the educational area, we believed that oral English teaching under the technological environment is the new method for oral English teaching. Experience in the teaching practice has proven it to be feasible and useful to solve the present problems in oral English teaching, such as lacking real language environment in teaching classes. To go deep into this research, we adopt document method and questionnaire-investigation method for collecting, organizing and analyzing the materials in order to probe into language environment in middle-school oral English teaching and how to build language environment in middle school class under the technological environment.The second chapter mainly introduces the related concepts and main theoretical basis involved in the research, defines the relevant conceptual information technology, oral English and linguistic environment and also discusses those main learning theories and new curriculum principles related to the research, which form the main theoretical basis of this research on the whole. In the third chapter by means of questionnaire investigation and literature analysis, it analyzes the present situation of constructivism theory used in middle school oral English teaching and its related study and finally gets the corresponding results. According to the conclusion above the fourth chapter puts forward the principles and strategies in creating middle school oral English teaching linguistic environment with the help of information technology, and it also tries to confirm this through certain teaching cases. Finally, in the fifth chapter it summarizes the whole research, and puts forward some teaching Suggestions.
