On The Vietnamese Population Quality Improvement Countermeasure Research

Vietnam is one of the countries that have early implemented the population-family planning. However, because Vietnam implemented the two important duties of building up the socialism in the north and carrying out the The Resistance War against America in the south at the same time, the results gained in stage1961-1991was not high, In1993, Resolution4(Conference4th Party Central Committee), presented that "Fast population growth is one of the main reasons decreasing economic-social growth rate, resulting in difficulties in life improvement, limiting conditions to broaden intelligence, knowledge and health for people. If this trend continues, in a near future, Vietnam will face huge difficulties, or even risks in different fields." The resolution also presented5basis perspective, aims and solution system of population-family planning, in which the importance and relationship between population and development was emphasized. Then, since1993, Communist Party of Vietnam has defined the relationship between population and development, before the ICCD conference was held in Cairo (Egypt) in1994. Institutionalizing the perspective, line of the Communist party of Vietnam; Vietnam official Government issued population-family planning until2000, population-family planning stage2001-2010with the main aim of controlling population growth rate, gradually increasing population quality.In sequence, solving population matters is one of the basic solutions to achieve the aim of unshakable development. This has been also the perspective of the Party and Vietnam official government during50years of implementing the population planning and was affirmed in IX Party Congress documents (January2011) as:"Human is the center of development strategy, and the subject of development..." The Congress also showed their perspective of fast and unshakable development in strategy until2020, pointing out duties:"Unshakable development is a base for fast development and fast development supplies resources for unshakable development.’Basing on above outlook, I choose the research topic to find out solutions to improve population quality, contributing to the unshakable development of the country.
