Human resources management should be scientific and progressive; it is applied widely in various fields of society. Being compared with others, college teachers are a special social group. College teachers with independence and autonomy, as a rational group going after oneself effectiveness, constantly weigh the costs and benefits and make the choice of the behavior. Therefore, the college needs to design a set of concrete and perfect performance evaluation mechanism, to encourage the teachers to make the choice of promoting the development of higher education and achieving the strategic target of college and to make the human resources and material resources allocation approach to Pareto’s advantage. The teacher group has great potential in human resources, if the management departments adopt scientific and reasonable evaluation method, it can be greatly improved such as the enthusiasm, work efficiency, the level of teaching and research of the teachers, Moreover, it can make the college teachers develop healthily and harmoniously, and has positive affection to achievement of strategic target of college and development of higher education.In a long time, college reforms lag oppositely in our country, the college personnel management pattern at planned economy times already cannot match the social political and economic development. The target of personnel management and the strategic target of college itself is not uniform, the performance evaluation lose authority, evaluation1theory is not perfect, the evaluation indicators are not scientific and old management idea of managers, which caused these phenomenon, and produced a series of defects, thereby limiting the development of the college teachers.This paper through the research of the performance evaluation theories and characteristics of college, especially the medical colleges, analysis and summarize the advantages and disadvantages in the existing performance evaluation system at a medical college, and formation reason of the advantages and disadvantages. Based on above all, we put forward the establishment of performance evaluation system in medical college. During the process of the establishment, we focus on decomposing strategic target of college from macroscopic angle layer and layer, and then from the microscopic angle we design scientific, reasonable evaluation index and its weight sub-disciplines of various subjects. At last, combining several performance evaluation methods we establish a set of scientific, effective performance evaluation system to motivate college teachers’activity, each doing own job securely, give full scope to the talents.
