The higher occupation education service transformation of the mode of economic development and the building of a modern industrial system, play an irreplaceable role in promoting employment, improving people’s livelihood as well as in the comprehensive construction well-off society’s historical process. The improvement and cultivation of college teacher’s educational ability is the important precondition and guarantee, but also the keys to the rapid development of Higher Vocational Colleges and the teaching quality. Throughout the occupation college teacher’s team construction, the teacher’s educational ability present situation analysis of lack, to a certain extent in occupation colleges’ teachers’sustainable development. This paper aims to create the model of higher occupation college teachers’vocational education ability, and its application to exploration. By using the method of literature retrieval, the paper first defined three concepts of the higher occupation colleges, professional teachers, teacher education ability, overviewed college measures on education ability, construction of education ability, the cultivation and improvement of education ability. On this basis, the author defined the conception of educational ability and determine the model of teacher’s professional teaching ability through questionnaires and interviews. In the study, the reseacher designed two kinds of questionnaire both for teachers and students. By analyzing the data from questionnaires, the author identified the e definition of educational ability as follows:"Education ability is the collection of various abilities, which was formed and performed in the education activities and can directly affect the qaulity of education, even determine the whole implementation of educational activities", and "establish a model of teacher educational ability in higher occupation education","it includes the ability of communication with students, teaching ability, practical ability, self improvement and development ability, scientific research and innovation ability". Finally, taking Zhejiang Agricultural Trade Academy Vocational College as an example, the reseacher designed a questionnaire of the "Professional Teacher Educational Ability in Higher Vocational College". By analyzing the data, the author find the problems existed in the teachers:the deficiency of communication between teachers and students; lack of cognition to the professional occupation education and the deficiency of practice among young teachers; short of modern teaching technology among old teachers; low awareness of self-development. What’s worse, some of the teachers’scientific research ability is poor and some are lack of innovation ability. At the end of this paper, the author analyses the reasons of the problems and puts forward some corresponding strategies about teachers’educational ability in Higher Vocational College.
