Urban Community Public Service:Actor, Action And Strategy

Diversification of public services is not only theory and policy shift in the western context, but also realistic steering of the public service practice. With the reform of planned economic system and the disintegration of the units system, communities become the basic unit of the city, has also become an important place for community access to public services. Community public service, that total service coverage of social and public services within the community and community to meet their own needs and the provision of community.This article takes provision of public services by the government as a starting point, makes a empirical investigation of community service practice in Guangling, Yangzhou, and explores the common features and personality differences of community service in public practice by comparative analysis of different types of communities, hope to support the diversification of community public service with empirical data, on this basis to study the action of multiple subjects, to explore by what actions and action strategies that the multiple subjects bring about community public service.We find that community service is not entirely driven by the administrative power, however the Source of power generates within the community, thus indicating community become the subject of the action rather than the object.The executive subjects of community public service include national executors who are standing for different levels of government and its functions, and social activists composed by various profit organizations, enthusiastic businesses and individuals outside the community and administrative systems, but also involve community activists consist of neighborhood communities, community members and community non-governmental organizations. The executive subjects make community public service become a reality by the actions of discovery and mining within the community needs, organizational decision making, integration of resources, arrange production.Discussing the motivation and strategies of action, the government’s action based on the public intersests by administrative contract and institutional incentives.
