With the development of computer network technology, educational informationcan be spread rapidly world wide, and global shared across time and space limit. Asthe development of the time, education should reform. In such a case, OpenEducational Resources movement came into being. In2001, the MassachusettsInstitute of Technology announced the opening of its courses, which opened theprelude of Open Educational Resources movement. For more than ten years, the OpenEducational Resources movement has been in full swing. At the same time theopening and sharing of educational resources has become a growing internationalphenomenon. As a practice movement with the characteristics of the time, OpenEducational Resources movement is still in the early stage of development. Thepractice of creating courses is with an urgent need for theoretical guidance, therefore,the research of Open Educational Resources come into a new issue of thecharacteristics of the time.In2003, China also joined the Open Educational Resources movement actively,which began the quality course construction project. For more than10years, theproject has been impressive, but there have been a lot of problems. To solve theseproblems, and make the project develop stably and sustainably, we should learn fromadvanced foreign experience of Open Educational Resources construction, and showthe direction of the construction of Open Educational Resources.The paper begins with the concept of open educational resources and sums upthe construction elements of open educational resources through the OpenEducational Resources Research analysis, then selects two typical cases of OpenEducational Resources, one of which is China’s national quality courses and the otheris the Massachusetts Institute of Technology’s Open Courseware (MIT OCW) in United States, and make a comparison between them. The comparative dimensionsare the people who build and manage the project, construction process, courses andthe security system.Finally, the paper proposes suggestions for the improvement of China’s NationalQuality Course Construction. The suggestions are as follows: make a good plan forthe personnel division and be teacher-centered when producing the courses; Pay moreimportance to resource producing and optimize the publishing process; build the sameplatform and promote the sharing and using of the courses; Make student-centeredresources and courses as well as optimize resource content; increase capitalinvestment and broaden the financing for channels; variety of ways to motivateteachers to open its curriculum resources; pay full attention to the protection ofintellectual property rights; emphasis on the evaluation of user applications, andpromote the perfection of the evaluation system....
