Today, with the world Open Educational Resources Movement in full swing, the trend of open sharing of educational resources is becoming more and more obvious. As an important part of the Movement, China’s National Excellent Course Construction Project has made remarkable growth since startup, but at the same time faces a raft of challenges and shortcomings. Promoting its quality and utilization has become the attentive focus of educators and researchers.As the first country to carry out the Open Educational Resources Movement, The United States is undoubtedly a global leader especially MIT OCW which is the pioneer in the world open educational resources movement, has made world-acclaimed achievements and accumulated rich experience in the years of construction practice. Undoubtedly, MIT OCW and China’s National Excellent Course Construction Project are the most typical representatives of world open educational resources movement, but substantial differences in resources construction do exist between them. This article will do a comparative study on them, understanding the similarities and differences in-depth, analysis and study well construction experiences and practices from abroad, to make up our own problems and shortage in construction and further to promote the sustainable development of National Excellent Course Construction and provide reference and guidance to Open Educational Resources in China.This article first introduces the development process and the development status of the world open educational resources movement and the construction situation of Sino-US Open Course project, and analyzes the application status of Excellent Course Construction Project and MIT OCW from the three aspects of web accessibility, application and users evaluation in detail. Then, on the basis of systematic analysis of relevant research literature, it compares Excellent Course Construction Project and MIT OCW, makes analysis of the differences and similarities and finds out the existing shortcomings of Excellent Course Construction Project according to the three dimensions of project construction characteristics, which are project operation mechanism, relevant evaluation and interactivity. Finally, a summary is made to point out that the main problem for excellent course construction lies on post-maintenance and management to be strengthened, value construction but neglect application, the quality of resources to be improved. From various aspects such as curriculum resources, policies, the user and system builders, the paper points out that the Root Causes of Excellent Course Construction Project being thwarted are as follows. First, a lack of intrinsic motivation and the goal is not clear; second, the builders do not have enough development awareness and property rights mechanisms are unperfected; third, the course evaluation is single influenced by traditional teaching. At last, combined with the existing problems of National Excellent Construction Course and the successful experience of foreign open Course Construction, we make some relevant recommendations for the sustainable development of the National Excellent Course Construction.
