Research On The Policy Development Of Higher Vocational Education In China Since The 21st Century

Higher vocational education is an important part of higher education in China,which plays an irreplaceable role in economic construction and personnel training.Since the 21 st century,great changes have taken place in the international and domestic situation,and the development of international and domestic economy has entered a new period of transformation and development.For example,economic restructuring,upgrading of industrial structure,rapid shortage of highly skilled personnel,etc.Therefore,strengthening the guidance of higher vocational education policy,vigorously developing higher vocational education and building a new system of modern vocational education have become a new topic in the field of higher education in China.In 2014,the State promulgated the Decision on Accelerating the Development of Modern Vocational Education,which put forward that "we must put accelerating the development of modern vocational education in a more prominent strategic position,speed up the training of skilled personnel,and promote the upgrading of China's economic quality,efficiency and efficiency".In view of this,it is necessary to strengthen the analysis of China's higher vocational education policy.Based on the analysis of the development of China's higher vocational education policy since the 21 st century and the research of predecessors and the successful experience of developed countries,this study mainly through the methods of documentation,historical research and comparative analysis,tries to explore the feasibility of the deficiencies of China's higher vocational education policy,which is helpful to promote China's Higher Vocational education.The development of policy has certain theoretical significance and practical value.This study is divided into six parts:The first part is the introduction,which introduces the research background,significance,research status,research ideas and methods,innovation and shortcomings of China's higher vocational education policy.The second part is the development process of China's higher vocational education policy since the 21 st century.This part mainly introduces the textual interpretation and main policies of China's higher vocational education policy development at all stages.The third part introduces the characteristics of the policy development of Higher Vocational Education in China,including the gradual promotion of the role of the policy in promoting the status and function of Higher Vocational education;the increasingly clear objectives and orientation of the policy;the policy advocates the diversification of the types,levels and modes of Higher Vocational education;the policy pays attention to the enhancement of the self-building capacity of higher vocational education and the policy guidance to the development of Higher Vocational education Equilibrium and fairness.The fourth part mainly introduces the deficiencies in the development of China's higher vocational education policy since the 21 st century,including the lack of relevant supporting legal safeguards for higher vocational education policy;the inadequate prominent role of policy in enhancing the attractiveness of Higher Vocational education;the inadequate role of policy in promoting enterprises to actively participate in running schools;and the inadequate role of policy in broadening the channels for the development of technical and skilled personnel.Enough perfection and policy need to be improved in strengthening the teaching staff of Higher Vocational colleges.The fifth part introduces the policies of Higher Vocational Education in Germany and the United States and Their enlightenment to China.The last part introduces the problems existing in the development of Higher Vocational Education in China,and puts forward some thoughts on improving the policies of Higher Vocational Education in China,including improving the relevant laws and regulations of Higher Vocational education;formulating and perfecting relevant policies to enhance the attractiveness of Higher Vocational education;we should improve the relevant policies for enterprises to participate in running schools;the policies for guaranteeing technical and skilled personnel,and the policies for building double-qualified teachers.
