| To some extent, the comprehensive strength and competitiveness of the university are decided by the teachers’teaching level and the administrative staff’s work ability. As a Sino-foreign cooperative education institution, it is very important for Sias to make a suitable performance appraisal system according to the college’s staff structure and management mechanism, which can strengthen the performance appraisal of the staff, enhance the teaching level of the teachers and improve the administration staff’s job enthusiasm and work ability.Based on the overseas and domestic research status about the performance appraisal, this study analyzed the background, merit and demerit of SIAS’s staff performance appraisal by using the method of site survey, statistical analysis, comparative analysis and overall merit, according to the performance appraisal theories and combining with the characteristics of Sino-foreign cooperative education institutions. Then, proposed an optimum plan including some implementation conditions and safeguard measures to make the implementation of the staff performance appraisal more easier.The main innovation points of this article are given as follows:1.Based on the theory of human resources performance management and performance appraisal, performance appraisal system was developed into a complete system in this study including performance appraisal methods, performance assessment index, the implementation and feedback of the performance appraisal.2.After comparing the difference of public universities and private universities from some aspects of the background of SIAS, staff recruitment and structure. This study analyzed the problems of the performance appraisal system of SIAS and proposed the optimization solution and implementation conditions.3. Quantificational analysis methods was adopted to determine the performance assessment indictors according to categories and responsibilities of the university staff which improved the accuracy and scientific of the performance appraisal. |
