This asks for university party secretary of high requirement of political quality, education quality, academic quality and humanistic quality.Based on the survey of34"985project" university’s official website, we find that the behavior of the university party secretary is of the obvious individual differences in political activities, they participate in a lot of administrative work, but take part in less academic activities of higher education research, and the activity of "going out" is relatively limited, we also find that the current university party secretary is of low academic level overall; the depth of grasping law of the university’s academic development is not enough; they are lack of insufficient recognition of higher education research and advanced education idea; their experience are insufficient,and they lack politicians horizons and boldness of vision; their academic background is relatively single, and lack broad knowledge of humanities accomplishment.Thus, there is a certain gap in present and idea of Chinese university party secretary’s role and quality If we want to eliminate or reduce this gap, we must further perfect the President responsibility system under the leadership of the party committee, by system and mechanisms to govern the behavior of university party secretary; we must reform the university party secretary selection mechanism, and strengthen the professional training of university party secretary of the Only in a multi-pronged way, we can make university party secretary to be ’politicians who understand education and educators who are of the politics quality’, and to make them play a proper role in the process of building the world-class university.
