As the policy for course management of nation, local, and schools is carried out, the school-based curriculum develops quietly in our country. However, the rural schools are difficult in carrying out this programme,just not as easy as the urban schools. Consequently, it is essential to know about the actual situation of the school-based curriculum in rural schools in order to find problems and further to deal with them.The paper analyzes the theory and practice of the school-based curriculum development by taking the example of a rural primary school. Also the paper describes the situation of the school-based curriculum in rural schools through questionnaire and interviews in the following five aspects: the quantity and implementation, quality, the main body, process and management system of the school-based curriculum development.It is found by investigation that many problems, such as imbalance between quality and quantity, and not considering the different personalities and interests, appear because that teachers don't have enough ability and time in the school-based curriculum development, the headmasters of primary schools lack awareness in this programme, and that the supporting system has not formed.The paper puts forward tactics on these issues in the following three aspects: promoting the teachers' and headmasters' ability and awareness of the school-based curriculum development, creating a great resource for the school-based curriculum with rural characteristics, and improving the management system of the school-based curriculum in rural primary schools. Hope that this paper would be useful for the school-based curriculum development in rural primary schools.
