Since school effectiveness forms an independent research field, It has been a focus field about how to improve it. School effectiveness is the ability and the actual results of school playing a positive role. Internationally, many school effectiveness researches show that school culture construction is great important for improving school effectiveness. In recent years, school management research in China has taken more and more attention to school organizational culture on the influence of school effectiveness, and done lots of exploration in theory and in practice. Based on the achievement in the past, this paper makes a reorganization and definition on the concept, historical background and origin to research trend, analyzes the relation and influence between school culture and school effectiveness from the principals’ effective leading, teachers’ professional ability, students’ subjective participation, group communication and curriculum and teaching, then, reflects and analyses a series of phenomena and problems existing in the process, and then,gives some suggestions for elementary and secondary school.This thesis selects H primary school in Chongqing as a case, generalizes the forms of expression of the school culture construction to promote the school effectiveness using the method of literature analysis, observation and interview, explores the internal mechanism, then, puts forward the corresponding countermeasures. The paper is divided into five parts:The first chapter is introduction. It includes selected topic reason, research status, research review, research significance and related concept definition.These are the basis of the study.The second chapter is the research design and process briefly. It includes the purpose and hypothesis, research thought, the cause of cases are described, research methods and finishing process of data analysis. The background of Chongqing H primary school culture construction is also introduced.The third chapter Primary is the exploration of how to promote school effectiveness by school culture construction at Chongqing H primary school. In this part, it analyzes the changes of the process of school culture construction from the principals’ effective leading, teachers’ professional ability, students’ subjective participation and so on through the level of the spiritual culture, system culture, behavior culture and material culture, in order to prove that the school culture construction has a positive role in promoting the school effectiveness.The fourth chapter analysis the internal mechanism. It rises the case study to the theory level, and analysis the school effectiveness improvement mechanism from the support of internal and external. The internal energy includes determine of shared vision, the construction of school leadership, the construction of teachers’professional development and the integration of school organizational structure, course consistency and school-based curriculum, school physical environment construction School characteristics construction, etc. The external support in the course of the construction of school culture comes from the education scientific research institutions, partnership with university, community, family and social organization etc.The fifth chapter raises the problems in the process of promotion of school effectiveness by school culture construction. Which includes quick success instant benefits, weakness concept of part teachers, poor participation among parents and the further perfection of the evaluation system. Based on these problems, it gives a lot of suggestions that includes guiding the correct construction of school values, strengthening the principal’s effective leadership, perfecting evaluation system, reinforcing the cooperation with education scientific research institution, and establish a learning-moded school, etc.On the whole, this study makes the investigation of the case school, analyzes the relationship between the school culture and school effectiveness in the process of the school construction. It gets the internal mechanism of the promotion of school effectiveness by school culture construction and puts forward the relevant countermeasures according to the existing problems in order to provide ideas and reference for education reform of primary and secondary schools.
