On The Perfecting Of Modern University System In China

The basic attribute of university is the combination of academic and educational; this basic attribute which decision university is an academic organization and the university teachers is the academic representative. However in the current our universities often demonstrate a violation of its basic properties, the university internal power structure in the process of running, which the universities run power non-institutionalized, and Its value presented ""administration","official standard" characteristics. In additional, the management is also in a "bureaucratic" management mode. The scale of the modern university and trivial affairs forced the university running in accordance with the "bureaucracy" management, and internal decision-making managers through position power to run command, coordination, and monitoring university. The managers with position power on the basis of the interests, are often like to breed out the thought of "conscious of official standard", and these phenomenon makes both of the party committee and administrative power systems over the academic power, and then the academic power eventually led to deviate to the party committee and administrative power, which has weakened the university’s educational and academic. Based on this situation, this paper attempts to study several overseas universities’ system mode of revelation, in the realistic plight of the current university system and its internal power features in China, and then explore how to improve the countermeasures of internal power structure in university, in order to improve the system of modern university in china.This paper focuses on four aspects:The fist is the further analysis of four typical modes of the foreign university system--the European continent mode, Britain mode the United States mode, Japan mode. Through the analysis of system and internal power of the four models, find out the characteristics of foreign modern university system of internal power. And finally get the beneficial enlightenment to perfect our modern university system. In other words, it is needed to strengthen university autonomy legal construction in higher schools; it is to be focused on the relationship between the board of directors under the system of administrative power and academic power. The second is the analysis of the formation and development of modern university system in China from the perspective of the internal power, and in-depth analysis of the operation situation and features of China’s modern university system under the party committee power, administrative power, and academic power. The third is based on the operation condition of the modern university system in China, proposes and analyzes the modern university internal power operation exist party committee power and administrative power decision-making fuzzy, the academic power administrative and marginalization, power conflict, lack of function of the powers of supervision these four key problems. The fourth is according to the foreign university system enlightened and modern university system internal power problem, from two perspectives include the response of the university internal power running non-institutionalized and explore to perfect the modern university system to propose improvement strategies.
