Migrant workers citizenization is a major strategic issue in our country socialist modernization, is an important task facing the current urbanization. Due to the influence of various factors in urban and rural areas two yuan system, citizenization of migrant workers and can not be everything is going smoothly.’. Based on analyzing the domestic and foreign research, analysis of risk connotation, citizenization of migrant workers in the main forms and causes, and from the perspective of the integration of urban and rural areas, are proposed to solve all kinds of risks in the process of citizenization of migrant workers.This paper is divided into six parts. The first part is the introduction. Introduces the paper’s background and significance, research ideas and methods, combing the research status at home and abroad, on this basis, has pointed out the main innovation and the deficiency. The second part, mainly analyzes the inevitability of migrant workers citizenization. The third part, based on the understanding of risk and migrant workers citizenization risk connotation, mainly on the risk of citizenization of migrant workers is analyzed in. The fourth part, from the urban and rural system of two yuan, the various interest groups, each group the absence of misunderstanding, the farmer quality aspects, analyzes the causes of risks in the process of citizenization of migrant workers. The fifth part, from the two yuan in urban and rural areas, accelerating system aspects of urbanization, improve the quality of migrant workers, improve the public management policy, pertinently put forward the countermeasures to resolve the various risks in the process of migrant workers citizenization. In the sixth part of the paper summarizes the research work.
